Mission

The Education Task Force monitors federal legislation and regulations that address the educational needs of children and youth with disabilities and their families, including regulatory efforts under federal laws such as the Individuals with Disabilities Education Act (IDEA), the Every Student Succeeds Act (ESSA), Section 504 of the Rehabilitation Act of 1973, and the Americans with Disabilities Act (ADA). We advocate for high expectations for children with disabilities under these and other laws.

Education Task Force CCD Education Task Force FY 27 Appropriations Request The Consortium for Constituents with Disabilities (CCD) Education Task Force respectfully request that the Fiscal Year (FY) 2027 Labor, Health and Human Services, Education and Related Agencies (LHHS) Appropriations Act include the legislative text of S. 5046, bipartisan legislation recently approved by the Senate Health, Education, Labor and Pensions Committee to prohibit implementation of the U.S. Department of Education’s (ED) Inter-Agency Agreements (IAAs) transferring the Office of Special Education and Rehabilitative Services (OSERS) and other key responsibilities outside ED. (August 25,  2026) - Download [ PDF ] Education Task Force CCD Education Taskforce Statement on Senate HELP Committee Markup (Washington, DC) –The Consortium for Constituents with Disabilities (CCD) Education Task Force applauds the Senate Health, Education, Labor, and Pensions (HELP) Committee for unanimously advancing the Respond, Innovate, Succeed, and Empower (RISE) Act. The legislation will help ensure a smoother transition for students with disabilities into postsecondary education by allowing an Individualized Education Program (IEP) or Section 504 Plan to serve as documentation of disability when requesting accommodations. (July 31,  2026) - Download [ PDF ] Education Task Force CCD Joint Task Force Co-chair Letter on ED IAAs The Consortium for Constituents with Disabilities (CCD) Education and Employment and Training Task Forces strongly oppose the U.S. Department of Education's (ED) Interagency Agreements (IAAs) that transfers responsibilities from the Office of Special Education and Rehabilitative Services (OSERS) to the Department of Health and Human Services (HHS) and the Office for Civil Rights (OCR) to the Department of Justice (DOJ). (June 16,  2026) - Download [ PDF ] Education Task Force CCD Education Task Force IDEA Part B SPP APR Comments 2026 The Consortium for Constituents with Disabilities (CCD) Education Task Force is writing to provide recommendations to the Office of Special Education (OSEP) regarding proposed changes to the Individuals with Disabilities Education Act (IDEA) Part B State Performance Plan (SPP) and Annual Performance Report (APR). CCD last wrote to OSEP on the SPP/APR in July 2023, and our comments here are consistent and in alignment with numerous CCD letters urging OSEP to do more to improve the status of students with disabilities through IDEA’s monitoring and compliance system.
