Request for Information: Access to Coverage and Care in Medicaid & CHIP
Objective 1: Medicaid and CHIP reaches people who are eligible and who can benefit from such coverage. CMS is interested in identifying strategies to ensure that individuals eligible for Medicaid and CHIP are aware of coverage options and how to apply for and retain coverage. 2019 Annual Report of the Long Term Services and Supports Task Force
The LTSS Task Force began 2019 by creating a large and overarching wish list of legislative priorities related to LTSS. The co-chairs have used this list in our advocacy with Congress all year. A top priority for the Task Force has been reauthorization of the Money Follows the Person (MFP) program. Although we have been advocating for a multi-year extension since MFP expired in December 2017, Congress has repeatedly passed short-term extensions, with the most recent extension through late May 2020. A bipartisan drug pricing bill introduced by Senate Finance Committee co-chairs Senators Grassley and Wyden in mid-December included permanent funding of MFP, and that will be the focus of our MFP advocacy in 2020.

On October 10, the Department of Homeland Security proposed the “public charge” rule. This rule would allow the U.S. to keep out people it thinks might use government benefits to meet their needs. The public charge rule will discriminate against immigrants with disabilities and their families trying to enter the U.S. (get a visa) or get a green card (become a permanent resident). It is critical that the disability community speaks out against this devastating rule before the public comment period closes on December 10th.

On July 30, 2018 President Trump signed H.R. 6042 into law, establishing a one-year delay in the implementation of EVV. Statement: CCD opposed to the Senate’s Better Care Reconciliation Act
The Consortium for Citizens with Disabilities (CCD) is strongly opposed to the Senate’s Better Care Reconciliation Act. It is simply unconscionable to restructure and decimate Medicaid, which provides healthcare services and supports that maintain the health, function, independence, and well-being of 10 million enrollees with disabilities and their families. CCD is the largest coalition of national organizations working together to advocate for federal public policy that ensures the self-determination, independence, empowerment, integration, and inclusion of children and adults with disabilities in all aspects of society.

Members of the Consortium for Citizens with Disabilities strongly oppose repealing key provisions of the Affordable Care Act (ACA) without simultaneously passing a replacement plan that maintains or improves existing coverage, access, and affordability. Unfortunately, the American Health Care Act (AHCA) passed by the House would abandon or undermine key enrollee protections, and if enacted would endanger millions of people with disabilities who have gained affordable coverage and access to needed services under the ACA.

Medicaid Per Capita Caps and Block Grants: Devastating for People with Disabilities
Capping the Medicaid program would be devastating to people with disabilities. Medicaid provides health care services and long-term services and supports that maintain the health, function, independence, and well-being of 10 million enrollees with disabilities and, often, their families. For many people with disabilities, being able to access timely needed care is a life or death matter. Block grants or per capita caps place arbitrary limits on federal support for Medicaid, limits unrelated to beneficiaries’ actual health care needs.

CCD responds to American Health Care Act Manager’s Amendment
The Consortium for Citizens with Disabilities remains extremely concerned about the American Health Care Act. The Medicaid per capita caps in the original bill put home and community-based services (HCBS) for people with disabilities at serious risk of major cuts or even elimination, as the CBO noted. The recent manager’s amendment does not resolve these concerns, and in fact, likely exacerbates them.
