The Education Task Force monitors federal legislation and regulations that address the educational needs of children with disabilities and their families, including the Individuals with Disabilities Education Act (IDEA) programs. The Education Task Force advocates for enhance opportunities for children under these laws.

As you work toward a final Fiscal Year (FY) 2023 appropriations package, the Consortium for Constituents with Disabilities (CCD) Education Task Force urges you to adopt the highest proposed funding levels for the federal programs that support infants, toddlers, children, and youth with disabilities, their families, and the educators and other service providers who serve them.

CCD Letter Opposing the EAGLES Act
The Consortium for Constituents with Disabilities (CCD) Education Task Force writes to express our opposition to the EAGLES Act (S. 391, H.R. 1229) and all federal funding supporting the implementation and use of violence risk assessment and threat assessment programs in public schools. Threat assessment programs, like many forms of “zero tolerance” school discipline, disproportionately harm students with disabilities including Black, Indigenous, People of Color (BIPOC). These systems can have severe negative consequences for students, including suspension, loss of class time, and early involvement with law enforcement.

The Consortium for Constituents with Disabilities Education (CCD) Education Task Force has prepared this memo in response to the Office of Special Education Programs’ (OSEP) request for input regarding “how the 2023 determinations process can promote equity.” Our input to determine state compliance under the Individuals with Disabilities Education Act (IDEA) is designed to complement and reinforce the relevant recommendations made by CCD in these recent letters.

Opposition to pending introduction of the No Kids in Cuffs Resolution, support the Keeping All Students Safe Act (KASSA)
The 68 undersigned civil, disability and human rights organizations that are national, state, and local groups advocate together to end the use of restraint and seclusion in U.S. schools. We also promote and protect the civil and human rights of Black Indigenous People of Color (BIPOC) students which includes students with disabilities, and students at the intersection of multiple marginalizations in their lives. Restraint and seclusion are traumatic and abusive practices which are disproportionately used on these children.

The Consortium for Constituents with Disabilities (CCD) Education Task Force is writing to the U.S. Department of Education (Department) to provide comments to the Notice of Proposed Rulemaking regarding Nondiscrimination on the Basis of Sex in Education Programs or Activities Receiving Federal Financial Assistance and proposed amendments to regulations implementing Title IX of the Education Amendments of 1972 (Title IX).

On behalf of the Consortium for Citizens with Disabilities (CCD), we write to thank you for the subcommittee hearing: Serving All Students: Promoting a Healthier, More Supportive School Environment. The hearing is essential to furthering understanding of the need to ensure schools are safe for all children, especially students with disabilities and students of color. Specifically, we also urge you to follow the hearing with a mark-up of the Keeping All Students Safe Act (KASSA/HR 3474) which is designed to protect the safety of children from the abuses of seclusion and restraint in our schools.

The Consortium for Citizens with Disabilities (CCD) is the largest coalition of national organizations working together to advocate for Federal public policy that ensures the self-determination, independence, empowerment, integration, and inclusion of children and adults with disabilities in all aspects of society. To support these goals and ensure that students with disabilities have every opportunity to succeed in school and beyond, the CCD Education Task Force is taking the opportunity provided by the Office for Civil Rights (OCR) to comment on data collection under the Mandatory Civil Rights Data Collection (CRDC) for FY 2021-2022.
