CCD SSA FY23 Funding One Pager
The Social Security Administration (SSA) faces a customer service crisis after over a decade of tight budgets and recordhigh attrition during the COVID-19 pandemic. People with disabilities have experienced difficulties in accessing benefits, major delays in determinations, and poor customer service due to agency underfunding. The additional funding for SSA in the continuing resolution will not even keep up with fixed cost increases, let alone replace staffing losses from the past two years or improve service. The crisis at SSA will only worsen unless the agency is adequately funded for FY 2023.

People With Disabilities Rely on SSA Administered Benefits for Their Livelihood. Approximately 7.6 million individuals with disabilities and older adults rely on the Supplemental Security Income (SSI) program and another 10 million receiving Social Security disability benefits as disabled workers, disabled widow(er)s, or disabled adult children. Unlike Social Security retirement, these programs come with complicated eligibility requirements that require agency determinations. The majority of individuals that apply are denied.

Fact Sheet Overpayment Withholding Increase
Social Security beneficiaries can be overpaid for any number of reasons: even if they report all changes promptly to SSA, it can take the agency several months to act on the report and an overpayment can result. SSA collects overpayments by withholding 100% of Social Security benefits until they are paid off; if the beneficiary requests a different rate it is generally granted as long as the overpayment is paid off within 36 months.

Support for Expanding SSI to Puerto Rico, Guam, American Samoa, and the US Virgin Islands
Supplemental Security Income (SSI) improves financial security for more than 4.3 million people with disabilities and over a million people over age 65, all of whom meet strict limits on income and assets. The maximum SSI benefit for 2020 is just $783 per month, well below the federal poverty line, but even this extremely modest benefit helps senior citizens and people with disabilities to maintain housing, purchase food, and meet other basic needs.

Endorsement of the Stop the Wait Act
The cochairs of the Consortium for Citizens with Disabilities Social Security Task Force are pleased to report that the task force has endorsed the Stop the Wait Act (S. 2496 and H.R. 4386). The current law’s requirement that people must wait five months from the onset of disability for Social Security Disability Insurance (SSDI) benefits to become payable causes significant hardship. Delaying earned benefits, especially after lengthy waits for disability determinations, can lead some people to lose their housing or face other financial crises. Those who die during the waiting period never receive the peace of mind that SSDI can provide.

Principle 1: The long-term solvency of the Social Security Old-Age, Survivors, and Disability Insurance programs should be attained through revenue increases without any benefit cuts. Benefit cuts to Social Security include (but are not limited to): increases in the early or full retirement age, means-testing benefits, changing the Cost of Living Adjustment to make it less adequate, requiring additional work credits to obtain coverage, time-limiting benefits, restricting eligibility, reducing benefits, or altering the sequential evaluation process in a way that will increase the number of claimants denied disability benefits.

CCD Improving Decision Making at the DDS
It is in the interest of all parties involved for the Social Security Administration to make the right decision as early as possible during the adjudicative process in a disability claim that will eventually be awarded. The failure to approve a claim for Social Security Disability Insurance (SSDI) and/or Supplemental Security Income (SSI) benefits during the initial review of a claim when the individual meets the statutory eligibility requirements harms claimants by delaying access to vital income support and potentially leading to unnecessary preventable harm to the claimant (e.g. homelessness, bankruptcy, deteriorating health due to lack of access to medical care) and is administratively inefficient for the agency to be required to dedicate resources to an additional level (or additional levels) of review if the claim could have been approved earlier.
