LONG TERM SERVICES AND SUPPORTS
 

Mission

The Task Force on Long Term Services and Supports addresses the issues concerning non-acute health, community living, employment supports, recreational assistance, and other supports that enable individuals with disabilities of all ages to be independent and productive members of the community. We take an expansive view of long term supports, defining Personal Assistance as "One or more persons or devices that help an individual with a disability to perform everyday tasks that they would otherwise perform for themselves if they were not disabled."

Long Term Services and Supports Task Force
CCD Alert on Public Charge Rule
On October 10, the Department of Homeland Security proposed the “public charge” rule. This rule would allow the U.S. to keep out people it thinks might use government benefits to meet their needs. The public charge rule will discriminate against immigrants with disabilities and their families trying to enter the U.S. (get a visa) or get a green card (become a permanent resident). It is critical that the disability community speaks out against this devastating rule before the public comment period closes on December 10th.

Cochairs letter to CMS requesting additional guidance on EVV implementation
The Consortium for Citizens with Disabilities (CCD) Long-Term Services and Supports (LTSS) Task Force is writing to express extreme concern around the lack of clear guidance and official stakeholder input around the implementation of Electronic Visit Verification (EVV) for personal care and home health services. On July 30, 2018 President Trump signed H.R. 6042 into law, establishing a one-year delay in the implementation of EVV. This delay was necessary, in part, because CMS failed to issue clear and timely guidance around EVV implementation.

The Consortium for Citizens with Disabilities (CCD) is the largest coalition of national organizations working together to advocate for federal public policy that ensures the self-determination, independence, empowerment, integration and inclusion of children and adults with disabilities in all aspects of society. This document lays out principles that the undersigned members of CCD believe must be incorporated into any universal or “For All” health care system in the United States.

Senate EVV hotline support CCD
The Consortium for Citizens with Disabilities (CCD) Long-Term Services and Supports Task Force strongly supports the efforts by Sen. Murkowski and Sen. Brown to hotline H.R. 6402, which was recently passed unanimously in the House. We sincerely thank Sen. Murkowski and Sen. Brown for their dedicated leadership on this issue with their original introduction of S. 2897 and their continued to work to ensure that an implementation delay will pass the Senate.

The Long-Term Services and Supports, Health and Rights Task Forces of the Consortium for Citizens (CCD) are writing to express our extreme concerns with the lack of timely guidance and official stakeholder input around the implementation of Electronic Visit Verification (EVV) for personal care and home health services. A significant delay in implementation is needed to ensure that the privacy and civil rights of consumers are protected; that the administrative and financial burdens on service providers is neither onerous nor duplicative; and that states are able to design and implement their EVV programs in a thoughtful, deliberative manner.
