The Education Task Force monitors federal legislation and regulations that address the educational needs of children with disabilities and their families, including the Individuals with Disabilities Education Act (IDEA) programs. The Education Task Force advocates for enhance opportunities for children under these laws.

CCD comments to OSEP on 2020 determinations
The undersigned members of the Consortium for Citizens with Disabilities (CCD) Education Task Force are writing in response to the Office of Special Education and Rehabilitative Services (OSERS) and Office of Special Education (OSEP) effort to solicit input regarding how data is used in making the Department’s 2020 State Determinations. CCD has communicated extensively with OSERS on related matters, most recently in 2018 and supports any effort undertaken to raise expectations and improve outcomes for students with disabilities.

The Education Task Force of CCD monitors federal legislation and regulations that address the educational needs of children and youth with disabilities and their families, including regulatory efforts under federal law such as the Individuals with Disabilities Education Act (IDEA), the Every Student Succeeds Act (ESSA), Section 504 of the Rehabilitation Act of 1973, and the Americans with Disabilities Act (ADA).

CCD HEA principles and recommendations
The CCD Education Taskforce firmly believes that students with disabilities must be thoughtfully and fully included in any policy changes considered for the reauthorization of the Higher Education Act. As the reauthorization of the Elementary and Secondary Education Act (ESEA) demonstrated, the meaningful inclusion of students with disabilities is now the expectation, rather than the exception. In addition, the reauthorization must address the urgent and persistent shortages of special education teachers as well as specialized instructional support personnel (SISP) experienced nationally.

Statement on the Court's Decision to Uphold the Equity in IDEA Regulation
The CCD Education Task Force celebrates this week’s U.S. District Court ruling against the U.S. Department of Education’s delay of regulations to reduce disproportionate special education identification, placement, and discipline for students of color. The Consortium for Citizens with Disabilities (CCD) had joined the majority of commenters in opposition to this unnecessary delay.

CCD to Chairman Sablan and Ranking Member Allen on Seclusion and Restraint 2019
On behalf of the undersigned members of the Consortium for Citizens with Disabilities (CCD), we write to ask for your leadership to protect the safety of children in our schools today. The CCD has advocated for many years that federal legislation is needed to establish national minimum standards to prohibit the use of seclusion and prevent the use of restraint in schools. Restraint and seclusion are dangerous practices that continue to cause children trauma, injury and death. We need more than the current patchwork of state laws to ensure that every child is afforded protection. Such legislation will strengthen protections in every state and ensure the safety of all students and school personnel.
