Mission

The Education Task Force monitors federal legislation and regulations that address the educational needs of children with disabilities and their families, including the Individuals with Disabilities Education Act (IDEA) programs. The Education Task Force advocates for enhance opportunities for children under these laws.

Opposition to amendment 487
The undersigned members of the Consortium for Citizens with Disabilities (CCD) Education Task Force write to oppose the inclusion of an amendment to the National Defense Authorization Act (NDAA) FY2019 that would create a pilot voucher program. In particular, we oppose Amendment #487 which was filed by Representative Hunter to create a $10 million scholarship program for military dependent children with special education needs that can be used for private and public schools.

Statement of the CCD Education Task Force Affirming the Anniversary of Brown v. Board of Education
Mary 16, 2018, Washington, DC --The Consortium for Citizens with Disabilities (CCD) Education Task force, the largest coalition of national organizations working together to advocate for federal public policy that ensures the self-determination, independence, empowerment, integration and inclusion of children and adults with disabilities in all aspects of society, stands with other national civil rights organizations today in celebrating and affirming the anniversary of the decision in Brown v. Board of Education. In 1954 the U.S. Supreme Court, in a landmark decision, ruled unanimously that racial segregation in public schools violated the Fourteenth Amendment to the Constitution, which prohibits states from denying equal protection of the laws.

CCD Disproportionality Comments
The undersigned members of the Consortium for Citizens with Disabilities (CCD) Education Taskforce write to express our strong opposition to the proposed delay of the compliance date for the Individuals with Disabilities Education Act (IDEA)’s disproportionality regulations (codified at 34 CFR 300.646- 300.647) from July 1, 2018 to July 1, 2020 and for children ages three to five from July 1, 2020 to July 1, 2022, which is included in the Notice of Proposed Rulemaking posted in the federal register on February 27, 2018.

CCD Letter RE CTE
The CCD Education Task Force is pleased that the Senate is working in a bipartisan fashion to reauthorize and improve the Carl D. Perkins Career and Technical Education Act. The Career and Technical Education (CTE) program offers the potential for students with disabilities to use high school toward preparation for the workforce by encouraging specific career pathways. While there is a paucity of research on the intersection of CTE programs and disability, studies that do exist have shown that providing career preparation and transition services as early as possible has the potential to provide a pivotal platform for students with disabilities to gain access to career pathways.

Statement of the CCD Education Task Force Co-chairs Upon Announcement to Delay Compliance of the Equite in IDEA Rule
The CCD Education Task Force Co-chairs expressed disappointment at the announcement to delay the compliance date for the Equity in IDEA regulation. We have long been aware and research shows that students of color and other minorities are disproportionately referred to special education and subject to unfair discipline practices. There is no good reason for this delay. CCD will be drafting comments in response to this notice and urging others to do so.
