Co-Chairs Letter - Sound Requirements for Hybrid/Electric Vehicles
The Consortium for Citizens with Disabilities (CCD) is the largest coalition of national organizations working together to advocate for federal public policy that ensures the self-determination, independence, empowerment, integration and inclusion of children and adults with disabilities in all aspects of society. The cochairs of the CCD Transportation Task Force are disappointed that manufacturers have been unable to implement FMVSS 141 in the four years allotted, which already included a delay of one full year.

CCD Transportation TF Autonomous Vehicle Legislative Priorities
Nearly 1 in 5 people in the U.S. has a disability (more than 57 million). Significant barriers to accessible, affordable, reliable transportation remain across modes. Many people with disabilities are currently unable to obtain a driver’s license, and cannot afford to purchase an accessible vehicle. In 2017, 3.6 million Americans with a disability reported not leaving their homes. Access to transportation is necessary for people with disabilities to contribute to and participate in their communities, support and spend time with family and friends, and live their lives to the fullest.

Nearly 1 in 5 people in the U.S. has a disability (more than 57 million). While 99% of public buses are equipped with ramps, significant barriers to accessible, affordable transportation remain across modes. Many people with disabilities are currently unable to obtain a driver’s license, and cannot afford to purchase an accessible vehicle. In 2017, 3.6 million Americans with a disability reported not leaving their homes.i An earlier Bureau of Transportation Statistics study found half a million homebound citing transportation difficulties.

It is the policy of the Transportation Task Force to express its policy positions through the use of sign-ons for letters, comments, statements for the record, and testimony when possible, feasible and desirable. Sign-on letters demonstrate the breadth of support the position has within the Task Force and within the disability community so they are the preferred method of communicating the Task Force positions to the public.
