Task Force joint comments to September 11, 2018 Notice on Information Collection by the Office of Contract Compliance Programs concerning enforcement of federal contractor obligations under Section 503 and VEVRAA.
On behalf of the Consortium for Citizens with Disabilities (CCD) Employment and Training, Rights and Veterans Task Forces, we submit the following comments concerning your proposal to obtain approval from the Office of Management and Budget (OMB) to renew the information collection that implements standard procedures for supply and service contractors seeking approval to develop affirmative action programs under Executive Order 11246, Section 503 of the Rehabilitation Act of 1973 (Section 503), and the Vietnam Era Veterans’ Readjustment Assistance Act of 1974 (VEVRAA), based on functional or business units.

CCD Alert on Public Charge Rule
On October 10, the Department of Homeland Security proposed the “public charge” rule. This rule would allow the U.S. to keep out people it thinks might use government benefits to meet their needs. The public charge rule will discriminate against immigrants with disabilities and their families trying to enter the U.S. (get a visa) or get a green card (become a permanent resident). It is critical that the disability community speaks out against this devastating rule before the public comment period closes on December 10th.

CCD Public Charge statement
October 15, 2018, Washington, DC -- The Consortium for Citizens with Disabilities (CCD) strongly opposes the Department of Homeland Security's proposed rule amending the standards for when a person may be considered a “public charge,” published in the Federal Register on October 10, 2018. The proposed rule would make it significantly harder for people with disabilities to immigrate to the U.S. or to become legal permanent residents.

Brett Kavanaugh's record on disability issues
President Trump has nominated Judge Brett Kavanaugh to serve on the United States Supreme Court. If confirmed, he would replace Justice Anthony Kennedy, who announced his retirement at the end of the Court’s term in June 2018. Judge Kavanaugh has served on the federal Court of Appeals for the District of Columbia since 2006, and has issued many decisions relevant to people with disabilities. The Long-Term Services and Supports, Health and Rights Task Forces of the Consortium for Citizens (CCD) are writing to express our extreme concerns with the lack of timely guidance and official stakeholder input around the implementation of Electronic Visit Verification (EVV) for personal care and home health services. A significant delay in implementation is needed to ensure that the privacy and civil rights of consumers are protected; that the administrative and financial burdens on service providers is neither onerous nor duplicative; and that states are able to design and implement their EVV programs in a thoughtful, deliberative manner.

CCD Rights grassroots toolkit for opposing HR 620/ADA notification.
Congress is about to vote on a bill that would strip away the civil rights of people with disabilities. H.R. 620, also known as the “ADA Notification” bill, is expected to be voted on as early as Wednesday, February 14. H.R. 620 would weaken the Americans with Disabilities Act (ADA) and make it harder for people with disabilities to participate in the mainstream of society.
